Community Corrections/Home Confinement

    Catholic Social Services has entered into contracts with the Commonwealth of Pennsylvania Department of Corrections and the U.S. Department of Justice Federal Bureau of Prisons to provide residential and pre-release services to inmates preparing to be paroled or discharged to the community. This program is a secured facility which provides custody, counseling, job training referrals, urinalysis, alcohol anonymous meetings, life skills activities, etc.

    The Community Correction Program also houses individuals who are referred to the program by the Federal and State Probation and Parole Offices. These offenders are on parole and are in jeopardy of being re-incarcerated. The program is used to prevent them from going back to prison. The program also provides services to the federal District Court and accepts direct court commitment cases. This program has achieved accreditation from the American Correctional Association.

Florence Apartments

    The Florence Apartments is owned and operated by Catholic Social Services (General Partner) and Edison Investments (Limited Partner). The sub-corporation is the Florence Apartments, LTD. The Florence Apartments is a six-story building, which houses thirty (30) one, tow and three bedroom apartments. Working poor families and individuals, who meet income guidelines, are eligible to rent the apartments as permanent, affordable housing.

Gabriel House

    Gabriel House offers transitional housing to women and young children who have been homeless. In addition, case management and individual counseling and career information is offered. There is also assistance in procuring permanent housing. Sixteen apartments are available; 3 two bedroom, 2 efficiencies, and 11 one bedroom. Each apartment is self sufficient and furnished. There is a community room with a computer, television and vcr, where group meetings also take place. There is a laundry room. Residents are referred from agencies that confirm the resident is homeless. Residents are interviewed before being accepted and there is zero tolerance for drugs and alcohol. Each resient is responsible to pay rent that is 1/3 of their income or $100 a month (whichever is more). They are also responsible for their own food although there is food donated which is available to all. A Case manager is available during business hours and is on call for emergencies. The building is protected by an alarm system and voice activated entry system.

Gabriel Shelter

    Gabriel Shelter is a 16 bed, coed, non-secure adolescent residential facility. The primary goal of the program is to provide a safe and stable living environment for youth while a plan is developed regarding their future living arrangements. These plans focus on the best interest of the youth and are formulated in conjunction with the youth, their family, shelter staff, their children and youth caseworker and any other significant individuals. While residing at the shelter all youth (families when applicable) are offered supportive services which include: individual, group and family counseling, life skills education, recreation, tutoring, advocacy and referral. The facility is licensed by Pa. DPW and adheres to all Pa. State Chapter 3800 regulations for adolescent residential facilities.

    Youth ages 12 to 18 in the custody of or active with a (contracted) Children and Youth Agency. The Program operates 24 hours a day, 365 days a year.

Homeless Case Management

    The Homeless Case Management Program offers a variety of services. Homeless individuals/families are residing on the streets or in a homeless shelter program in Lackawanna County. The program assists homeless individuals and families with finding adequate housing, furniture, employment and gaining financial stability needed to maintain self-sufficiency. Referrals to appropriate social service agencies are made for rent and food assistance, welfare benefits, job training, etc.

Homeless Permanent Housing

    Catholic Social Services of Lackawanna County developed and implemented a permanent housing program in Lackawanna County for eight (8) homeless individuals. This program is sponsored by HUD’s Homeless Continuum of Care. The program is designed to provide supportive housing as a permanent resource for chronic homeless individuals.

Mental Health Homeless

    One of a few programs of its type in Pennsylvania, it provides quality residential services to homeless mentally ill individuals. The residents receive counseling, life skills activities and other services in a structured 24 hour residential setting. The program is aimed at helping the client become self-sufficient and able to live in an independent living situation. This is a six (6) bed program licensed by the Department of Mental Health.

Nativity Place

    "Nativity Place" is the first Emergency Homeless Shelter for families in Northeastern PA. The First Shelter apartment opened May 2007 in Scranton. The second apartment shelter is projected to open in June 2007.

    The Shelter will provide furnished apartments for Homeless Families based upon family size. The families will be provided intensive family case management services. The families will be permitted to reside at the shelter for 30days. The primary function of the shelter is to provide a safe and suitable living arrangement until permanent suitable and affordable housing can be obtained. Supportive Services will be established upon admission and referrals made to all community services to help stabilize the family unit.

Rose of Sharon

    This program is for homeless women between the ages of 18- 21 who are pregnant or have young babies. It provides housing in scattered site apartments that are furnished. It provides supportive services and referral services to those agencies in the community that will assist in pre-natal and post natal care. There is a case worker during business hours and on call for any emergency.

St. Anthony’s Haven

    An emergency shelter for homeless men and women is located at 409-411 Olive Street, Scranton. Separate facilities for both sexes are available. It is open 365 days a year – summer and winter hours vary. The Shelter provides a place to sleep and share companionship. Snacks, shower facilities and laundry services are also available.

St. Catherine’s Manor

    Catholic Social Services of Lackawanna County and Mercy Health Partners have formed a partnership as co-developers of an apartment building near Lake Scranton. It provides unique “supportive” housing services to eligible senior citizens who live independently, but may need light housekeeping, meals, transportation, and health related services as they continue to age.

St. James Manor

    This program for homeless individuals and families provides sixteen (16) one and two bedroom apartments within a Transitional Housing Service. An established partnership between Catholic Social Services and Allied Services provides Case Management and Employment Vocational Services to help assist homeless individuals towards independence and self-sufficiency.

St. John’s Apartments

    St. John’s is an affordable apartment building for seniors 62 & older. The tastefully appointed one-bedroom apartment homes have many modern conveniences. The building contains 24 one-bedroom units with varying sizes. The property is in a convenient north Wilkes-Barre neighborhood. The building includes a coffee lounge, a multi-purpose room, activities, crafts, laundry room, parking & storage space. The complex offers optional supportive services such as transportation, health screening and education, budget counseling, housekeeping, laundry services, personal care, and a variety of social activities.

St. Thomas Apartments

    St. Thomas Apartments is a distinctive, newly-renovated building located in Hazleton, Pennsylvania, affordable and convenient with a multitude of captivating features. There are 20, general occupancy units in the building including 4, 1-bedroom, 8, 2-bedroom and 8, 3 bedroom apartments. CSS will make their supportive services available to St. Thomas residents including: Counseling/Case Management, Child Care, Education Training, Employment/Transition to work services, Parenting, Resident Budget Counseling, and Emergency Food.

St. Vincent Apartments

    St. Vincent Apartments is a distinctive, newly-renovated building located in Plymouth, Pennsylvania, affordable and convenient with a multitude of captivating features. There are 19, general occupancy units in the building including 6, 1-bedroom, 6, 2-bedroom and 7, 3 bedroom apartments. CSS will make over 75 of their supportive services available to St. Vincent residents including transition-to-work, education/training, family & budget counseling, adoption, drug & alcohol counseling, family literacy, child care and friendly caregivers programs.

VA Homeless

    The Veterans Administration (VA) Homeless Program is a 24-hour residential program for mentally ill homeless veterans. The Veterans Administration designates the time (usually 30 to 90 days) a veteran will participate in the program. This program offers counseling, life skills activities, personal hygiene care, budget counseling, etc. to the veteran. There is a six (6) bed capacity and it is funded through a contract with the Veterans Administration.

VA Per Diem

    This program is sponsored by the Veterans Administration in Washington D.C. The funding for this program provides housing services for up to 30 homeless veterans residing at our Residential Programs at 409-411 Olive Street and at St. James Manor, located at 600 Wyoming Avenue.

VA-SRO Supportive Housing

    This program for eight (8) homeless veterans and individuals is a single-room occupancy transitional housing service. Catholic Social Services and the Community Intervention Center have partnered to provide Case Management and Counseling Services to help assist homeless individuals towards independence and self-sufficiency.
